Representative Experience

Nancy A. Skidmore joined Connell Foley’s Jersey City office in 2007. Prior to joining the firm, she was a partner with another law firm in Northern New Jersey.

 

Ms. Skidmore's practice is primarily concentrated in land use and real estate development matters, including zoning ordinance/redevelopment plan amendment, site plan, subdivision, and related permit approvals on behalf of mid-to-large scale residential, commercial, and industrial developers, as well as public utilities. She specializes in urban redevelopment projects, representing developers in the application, negotiation, and implementation of tax abatements and financial agreements under New Jersey’s Long Term Tax Exemption Law and Five Year Exemption and Abatement Law, along with compliance issues under New Jersey’s Urban Enterprise Zones Act. Over the course of her career, Ms. Skidmore has obtained both short term and long term tax exemption approvals and tax agreements for redevelopment projects that have resulted in millions of dollars in tax savings to her developer clients.   

 

Substantial land use experience is a hallmark of Ms. Skidmore's practice and she regularly represents developers before planning boards, zoning boards, and municipal governing bodies throughout New Jersey. Her representation embraces comprehensive interaction with municipal, county, and state representatives and agencies, which includes broad experience with the regulatory scheme of the New Jersey Meadowlands Commission and the New Jersey Council on Affordable Housing. Ms. Skidmore has counseled clients with real estate valuation issues and has represented property owners before county tax boards and the New Jersey Tax Court. She has also represented litigants before state and federal courts in complex litigation matters, including franchise, commercial contract, consumer fraud, bank fraud, and product liability matters.

Representative Experience

Representation of national residential developer with regard to zoning changes for large scale, high-density, high-rise, mixed-use redevelopment project containing over 900 residential units and over 50,000 square feet of commercial space;
Representation of large scale residential and mixed-use urban redevelopment projects ranging in size from $25 million to in excess of $250 million to obtain approvals for long term tax exemptions and financial agreements resulting in millions of dollars in tax savings;
Representation of wastewater management, propane distribution, and natural gas public utility companies with regard to storage, service, and distribution facilities throughout New Jersey;
Representation of developers in New Jersey Superior Court on litigated approvals under New Jersey’s Municipal Land Use Law, Local Redevelopment and Housing Law, and Long Term Tax Exemption Law;
Representation of developer in connection with site plan and subdivision approvals for transit village, which includes in excess of 1800 residential units, over 100,000 square feet of neighborhood commercial space, a waterfront walkway, and various amenities;
Representation of police officer’s next of kin in wrongful death/product liability matter against automobile manufacturer, resulting in multi-million-dollar verdict in favor of plaintiffs.
